Extra Eyes: SWMS review against NSW Codes of Practice

Extra Eyes is a SWMS review tool for Australian construction, built by FIELDPORTER and in development. You upload a safe work method statement as a PDF. Extra Eyes picks the NSW Codes of Practice that apply to the work, checks the SWMS against them and returns a short list of possible gaps, weak controls and recommended checks, each with the clause it relies on. A person verifies every finding. It does not approve or certify a document.

Why SWMS review matters more in NSW from 2026

In NSW, a person conducting a business or undertaking (PCBU) must have a SWMS in place before high risk construction work starts. Under section 299 of the Work Health and Safety Regulation 2025, it must identify the high risk construction work, set out the hazards and risks, describe the control measures, and describe how those controls will be put in place, monitored and reviewed. The 2025 Regulation replaced the 2017 Regulation on 22 August 2025.

From 1 July 2026, section 26A of the Work Health and Safety Act 2011 (NSW) requires a PCBU to comply with approved Codes of Practice, or to manage the risks in a different way that gives an equivalent or higher standard of health and safety. SafeWork NSW describes the Codes as the minimum performance standard. That makes it more important to check a SWMS against the Codes that apply to the work before it is used.

What Extra Eyes checks

  • Picks the Codes of Practice that apply to the work in your SWMS, such as Construction work, Managing the risk of falls at workplaces, Excavation work, Demolition work, Formwork, Managing electrical risks in the workplace and Moving plant on construction sites.
  • Compares the controls in your SWMS with what those Codes say, and flags controls that look missing, vague or weaker than the Code.
  • Flags work the Codes expect you to cover that your SWMS never mentions, listed separately as suggestions to add.
  • Names any Code it could not check, so you know the limits of the review.

What a review gives you

  • A confidence label on each finding: likely gap, possible gap, or uncertain, check this.
  • The exact words from your SWMS and the page they are on.
  • The Code clause the finding relies on, with the Code name, section and a link to the official document.
  • A recommended check for the reviewer, and optional suggested wording. Extra Eyes never edits your SWMS.
  • A report you can copy or download, and follow-up questions about that review.

What it does not do

Extra Eyes is review guidance only, and a person must verify every finding. It does not approve, pass, certify or sign off a SWMS. It is not legal or safety advice, and it does not replace a competent person, engineer or safety adviser. The person reviewing the SWMS and the PCBU stay responsible for the outcome.

It does not write SWMS from scratch or provide templates. It reviews the one you already have.

Who it is for

Anyone who reviews a SWMS before work starts: site and project engineers, supervisors, safety advisers, WHS and HSEQ teams, project managers, and subcontractors who want to check their own SWMS before they submit it to a principal contractor. The aim is to catch gaps before a SWMS is submitted, so fewer documents come back for rework.

Status and early access

Extra Eyes is in development, starting with NSW and PDF documents. Other states, Word documents, team accounts and pricing are not available yet. If you review SWMS in NSW and would like to try it on a real document, contact us about early access.
